Thirty years ago, the first Pan-African Cultural Festival of Algiers was held. It took 30 years for the second Pan-African Cultural Festival of Algiers, to be held from July 5 to 20 of this year. William Klein was in Algeria in 1969 to capture a great moment of jubilation.
